Moskowitz Calls on Speaker Mike Johnson to Form Bipartisan Select Committee to Investigate the Mishandling of Sensitive and Classified Materials in “Houthi PC Small Group” Signal Chat

WASHINGTON, DC — As reports continue to emerge about the non-governmental Signal app being used by national security officials to discuss highly sensitive and classified information, Congressman Jared Moskowitz (D-FL-23) today called on House Speaker Mike Johnson to investigate the matter by forming a new bipartisan select committee, the House Select Committee on Houthi PC Small Group. Not only did conversations on the Signal app happen outside the federal infrastructure while officials discussed active military missions, but it also unintentionally included a private citizen without the proper clearances to be part of the conversations.

In his letter, Moskowitz calls the reports “deeply concerning”: “These instances of mishandling war plans, making unauthorized disclosures, and failing to meet oversight requirements on the Signal app underscore the urgent need for a comprehensive congressional inquiry into how classified information is managed by our nation’s national security officials.” The select committee, he says, would investigate the mishandling of sensitive and classified materials—including the apparent automatic deletion of such materials in potential violation of the Federal Records Act—and how we can better safeguard information critical to our national security.

It comes as Russian state-aligned hackers have actively targeted the Signal app and as the Pentagon earlier this month warned employees against using Signal due to identified vulnerabilities and potential hacking at the hands of foreign adversaries.

Moskowitz concludes his letter, “In the wrong hands, the information that was shared by Secretary Hegseth in their so-called ‘Houthi PC Small Group’ could have severely impacted American military actions and put American servicemembers in danger. Given the profound implications of such a risk to national security and public trust, Congress must exercise its oversight authority and investigate whether our national security protocols have been violated and if there needs to be additional safeguards put in place… I strongly urge you to form such a Select Committee and carry out one of Congress’s key functions: oversight of the executive branch and the safety of our national security.”

Moskowitz leads the House Foreign Affairs Subcommittee on Oversight & Intelligence as its Ranking Member.
