New Moskowitz Legislation Protects U.S. Allies Israel and Ukraine from the Threat of Tariffs

WASHINGTON, DC — Today, Congressman Jared Moskowitz (D-FL-23) introduced his Supporting American Allies Act, new bicameral legislation to protect U.S. allies Israel and Ukraine from the threat of tariffs. Specifically, the bill would require that any article imported from Israel or Ukraine be exempted from duties imposed under the Trump Administration’s Executive Order 14257, “Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits.”

Moskowitz’s Supporting American Allies Act is co-sponsored by Reps. Sheila Cherfilus-McCormick (D-FL-20), Dan Goldman (D-NY-10), and Josh Gottheimer (D-NJ-05) and pairs with a Senate companion from Sen. Catherine Cortez Masto (D-NV).

“At a time when American families are rightfully demanding action to lower costs, the Trump Administration instituted the largest tax increase since 1968. That’s what their tariffs are—a tax on American families that makes goods inaccessible, threatens retirement accounts, and takes a sledgehammer to U.S. economic growth,” said Congressman Moskowitz. “In the process, they’re alienating some of our closest allies around the world, including those that are currently facing aggression from hostile nations. I support efforts to increase domestic manufacturing, but those efforts shouldn’t come at the expense of our global standing, our national security, and the strength of our economy. Congress has to stand up to the destruction these tariffs are threatening against American families and our allies Israel and Ukraine, and I’m leading the charge to do it.”

Under the Trump Administration’s tariff policy, Israel faces a 17% tariff, and Ukraine faces a 10% tariff, set to be implemented on July 9. By comparison, foreign adversaries Iran and Russia face a tariff rate of 10% and 0%, respectively. According to the Yale Budget Lab, American families are now facing an overall average effective tariff rate of 15.1%, the highest since 1938, which will dent their household spending power by more than $2,000 per year.

The Supporting American Allies Act comes on the heels of multiple pieces of legislation that Moskowitz has signed onto to reclaim Congress’s authority over tariff policy. As he works to protect the U.S. economy from the Trump Administration’s harmful tariffs, Moskowitz is helping to lead:

  • Repealing Outdated and Unilateral Tariff Authorities Act from Congressman Brad Schneider (D-IL-10) — Repeals Section 338 of the Tariff Act of 1930, which gives the President unilateral authority to impose up to 50% tariffs in response to “discriminatory behavior” by U.S. trading partners;
  • Reclaim Trade Powers Act from Congressman Jimmy Panetta (D-CA-19) — Repeals Section 122 of the Trade Act of 1974 that allows the President to impose sweeping 15% tariffs on all imports in the event of a so-called balance of payments crisis; and
  • Congressional Trade Authority Act of 2025 from Congressman Don Beyer (D-VA-08) — Requires that the President submit to Congress any proposal to adjust imports in the interest of national security under Section 232 of the Trade Expansion Act of 1962.

Moskowitz’s Supporting American Allies Act carries the endorsement of Democratic Majority for Israel.

Moskowitz is a senior member of the House Committee on Foreign Affairs, where he leads its Subcommittee on Oversight & Intelligence as Ranking Member. He has been an outspoken voice boosting U.S. allies Ukraine, Israel, and Taiwan and standing up to foreign adversaries like Russia, Iran, and China.
