Moskowitz Joins Sanctions Bill Pressuring Russia Towards Peace in Ukraine

WASHINGTON, DC — Today, Congressman Jared Moskowitz (D-FL-23) signed onto the Sanctioning Russia Act of 2025, a bipartisan bill to increase sanctions against Russia in response to its brutal war of aggression against Ukraine. The bill is led in the U.S. House by Reps. Brian Fitzpatrick (R-PA-01), Mike Quigley (D-IL-05), Joe Wilson (R-SC-02), and Marcy Kaptur (D-OH-09) and in the U.S. Senate by Sens. Lindsey Graham (R-SC) and Richard Blumenthal (D-CT).
“As our ally Ukraine continues to fight back against Russia’s brutal and unprovoked war of aggression, we have to do everything in our power to pressure Putin towards peace,” said Congressman Moskowitz. “This bill is a necessary step to do that. I’m proud to join colleagues on both sides of the aisle to push it as we continue to stand with Ukraine, work to combat Russian aggression, and defend democratic values around the world.”
The Sanctioning Russia Act strengthens U.S. sanctions against Russian government officials, as well as individuals, financial institutions, and other entities affiliated with or owned by the Putin government. They are to be enacted if the Russia Federation maintains its refusal to engage in good-faith negotiations for a just and lasting peace with Ukraine or if it launches any further military operations that continue to compromise Ukrainian sovereignty.
The bill also enacts a 500 percent tariff on all imports to the United States from the Russian Federation, as well as from any countries that purchase Russian-origin oil, uranium, or petroleum products and thereby help fund the Russian war effort.
Last month, Moskowitz introduced his Supporting American Allies Act to exempt Ukraine and Israel from the threat of U.S. tariffs. Under the Trump Administration’s tariff policy, Ukraine faces a 10 percent tariff, and Israel faces a 17 percent tariff, in contrast to tariff rates of 0 percent for Russia and 10 percent for Iran.
Moskowitz is a member of the Congressional Ukraine Caucus and a senior member of the House Committee on Foreign Affairs, where he leads its Subcommittee on Oversight & Intelligence as Ranking Member. He has been an outspoken voice boosting U.S. allies Ukraine, Israel, and Taiwan and standing up to foreign adversaries like Russia, Iran, and China.
