Moskowitz, Donalds Lead Bipartisan Legislation to Support Flexibility, Competition for Florida Small Businesses

WASHINGTON, DC — Congressmen Jared Moskowitz (D-FL-23) and Byron Donalds (R-FL-19) recently introduced bipartisan legislation to support small businesses that seek contracts with the federal government. 

Currently, the federal General Services Administration (GSA) must consider “lowest overall cost alternatives” while awarding federal contracts. Under the Bipartisan Value Over Cost Act from Moskowitz and Donalds, the GSA would have additional flexibility to also consider “best value” (“the greatest overall benefit in response to the requirement”) in awarding contracts if that is in the best interest of the federal government. Making this change allows for more competition in the contractual process, reduces the regulatory burden for it, and helps support more small businesses grow through these opportunities.

In the 118th Congress, the bill unanimously passed the U.S. House of Representatives before being held up on the U.S. Senate floor.

I have reintroduced the Bipartisan Value Over Cost Act to solve this problem once and for all. Last Congress, this commonsense legislation was passed with unanimous support in the U.S. House of Representatives and I once again look forward the successful passage of this proposal in the 119th Congress.”
